    The Committee on Transportation and Infrastructure moved to amend the bill on page five, section nine-a, after line twenty-one, by adding the following:

    (h) The Legislature finds that the creation of an advisory committee on broadband middle mile matters is deserving of further study prior to implementation. For this reason, notwithstanding anything in this section to the contrary, subsections (a) through (g), section nine-a, article fifteen-a, chapter thirty-one of this code shall not be implemented. Instead, the Joint Committee on Government and Finance shall study the need for the creation of an advisory committee on broadband middle mile matters. The Joint Committee on Government and Finance shall report to the regular session of the Legislature in 2014 on its findings, conclusions and recommendations, together with drafts of any legislation necessary to effectuate its recommendations. The expenses necessary to conduct this study, to prepare a report and to draft necessary legislation shall be paid from legislative appropriations to the Joint Committee on Government and Finance.
